U.S. Department of Defense, MSEP Portal Case Study


Blue Water Media was selected as the sole contractor to build and design a state-of-the-art employment portal mandated directly from the White House. The primary goal of the stand-alone site was to facilitate recruitment of military spouses as employees for vetted corporate partners, in order to reduce the 26% unemployment rate among military spouses.


Blue Water Media executed the following activities to achieve project objectives:

  • Digital Strategy and Requirements Definition
  • Information Architecture Development (User Personas, Sitemap, Wireframes)
  • High End Graphical, Visual and Structural Design
  • Drupal 7 Content Management System Installation, Customization
  • Web/Application Development, including comprehensive QA and Testing
  • Digital Marketing including Search Engine Optimization
  • Ongoing Web Traffic Reporting and Analysis
  • Site Maintenance and Web Support.


The revamped website allows military spouses to easily apply for jobs posted by hundreds of well-known employers who have dedicated special resources to employing military spouses. Utilizing the open-source Drupal content management system, https://msepjobs.militaryonesource.mil/, offers enhanced user interface design and upgraded functionality; including a resume builder function and a robust job search utility with geospatial data maps.  The search functionality then matches users’ job preferences and creates custom e-mail alerts based on job profile information.

 The site also facilitates effective tracking and reporting on the number of accepted jobs placed promotions, and overall site performance.  To handle the large volume of new jobs imported on a daily basis, Blue Water Media developed a system that automatically imports job listings by leveraging dynamically generated XML feeds. Once an MSEP Partner is set up in the system, job postings are automatically updated and added to the MSEP job portal.

The portal has been honored with 2 esteemed web design awards: The 2012 Interactive Media “Best in Class Award” in the “Employment” category and the 2012 Graphic Design USA “American Web Design Award”.  Both awards testify to the drive, dedication and collaboration between Blue Water Media and the MSEP team.
